The role

We are currently seeking a talent for the position of Functional Manager- Rail & Metro for India & Bhutan to work closely with our Design Experts to successfully deliver Projects. The incumbent will be heading the Rail & Metro function based at Bangalore Office.

With demonstrated experience, certification and commercial acumen, your key responsibilities include:

BUSINESS DEVELOPMENT

• Identify and establish new market opportunities for Rail & Metro group in line with the organization’s/ divisional strategic directions and Business Plan
• Identify key clients, network with them and build sustainable relationships
• Work closely with the related Regional Manager, FGM, GM BD and other relevant Managers to identify, track, bid and win projects
• Identify other local Sub- Consultants / Associates as may be required to build strategic alliances with them to facilitate winning and implementation of new projects
• Manage, Coordinate and assist in bid proposal preparation as necessary
• Contract negotiation with the Clients, achieve successful award of new opportunities
• Seek approval of the draft contract to the International Commercial Director
• Follow SMEC BMS Procedures and bid governance

STAFF RESOURCES & MANAGEMENT

• Develop with HR team local CV database and staff recruitment within SMEC India for providing support to projects within and outside the Region
• Nominating/selecting staff for bid management
• Nominating and assigning Project Managers, Team Leaders and Project Directors for awarded projects
• Supporting professional development and training of staff within the function
• Compliance/ validation of CV authenticity as per BMS 

Financial Management

• Preparing functional overhead and marketing annual budgets for approval by the local Management Committee
• Monitoring and exercising the monthly budgetary control over expenses in all the on-going  projects and managing  functional overhead and marketing costs within the approved budgets
• Ensuring EOI and proposal budgets are managed within agreed allocation
• Assisting in the annual corporate budgeting process 

Corporate Matters

• Work closely with the board, management of SMEC and liaise with relevant Managers
• Strictly adhere to SMEC’s Business Management System (BMS), Quality Management Systems (QMS) and OH&S procedures
• Any other tasks as directed by the Regional Manager

Strategic Direction

• Providing strategic direction in the disciplines they represent
• Providing advice on and developing expansion and diversification strategies for the assigned disciplines
• With a track record of achievement in a similar role, you will have gained your experience in a reputed engineering design consultancy and have a passion for building trusted internal and networking relationships to drive positive change and win new work
• Suitable applicants will have/be:
• Degree in Civil Engineering with preferably higher qualification from an accredited university/college
• Minimum 15 years of practical experience with at least 10 years’ experience in an engineering consultancy business development, marketing and project management
• Good knowledge of FIDIC conditions of contract and experience of working with international funding agencies such as the Asian Development Bank and the World Bank
• Good interpersonal and communication skills to work effectively within a culturally diverse and multi-disciplinary environment
• Sound financial acumen with proven project management skills, encompassing administrative, commercial and technical aspects focused on delivering projects within budget and timelines
• Ability to write fluently in English in order to prepare business development material including bid management proposals, reports etc.
• Sound knowledge of Quality Assurance (QA)
• Experience with IRSC/IRCON/RITES candidates will be preferred
